Federation of city states on the continent of Craic, Naer was originally founded by colonists from Yuanen. The nation is a wild frontier where law and order have flexible interpretations. Despite this, or perhaps because of this, Naer is romanticized across terra

History

Craic was not one of the continents on which humanoid life originated. The first colony was established by Akkaus during Terra's iron age. It would not be until the end of the Age of Honor that a second colony would be established by Sehti'taal. More colonies would follow and the Ulfar on Craic left the continent rather than attempt to fight for it

When the Blood Wars broke out, it was the perfect opportunity for the colonies to declare independence, and they seized this opportunity, forming the Kingdom of Nae'eri. However, once power on Aimsir consolidated and Jhua'nen was formed, Nae'eri was reconquered. Resistance movements plagued the administration of the colonies, and they were eventually abandoned

In the Second Age Craic was eventually resettled, and the nation of Naer was officially reborn. The people of naer have maintained an odd mix of industry and a simple way of life that has caused Naer to develop into a truly unique nation

Timeline


Government and laws

Naer has almost no official political structure. While citizens of Naer (called “Naeri” or “Craics”) do consider themselves as a unified nation, there is no president, no national councils, and no mayors. The title of “Citizen” is the highest position one can hold, while simultaneously the lowest. Most Naeri take this responsibility very seriously

Laws are passed at councils held in each city, twice a year. A law can be proposed by any Citizen, and require a two-thirds majority to pass. Typically very few general laws are passed, though extremely specific laws are common. Laws apply at the city-state level only. Among the few prohibitions passed universally are no killing and no stealing. While these might seem like common sense laws, in the context of Naer they are especially poignant. The punishments for breaking these laws vary but are extreme and cruel

Reputation and respect are like a currency in Naer, functionally they are the closest thing to political power in a structure where everyone technically has a perfectly even footing


Society and culture

Religion
Naer has no official social structures of any kind and religion is no exception. That aside, a significant minority of Naeris do believe in mysticism or spiritualism of some sort, and nearly all Naeris are superstitious to a fault

Values
Naer is a study in contradictions. While ambition, hard work, and a desire to build a better future are key values for the Naeri people, ego and pride are surpisingly absent from the fabric of Naer. Add to this a strange sense of dominance and aggression that is not rooted in ego and rarely materializes into violence. Naeris believe in hard work, but also love to indulge themselves, even in laziness, to a point

What is not contradictory is the firm belief in personal freedom, and charting your own path. Naeris will often refrain from giving others too much advice with respect to another's personal life, in order to prohibit putting undue influence on others. This manifests itself nowhere more noticeably than in the complete lack of consistency in work hours. Even in critical areas such as the service industry, there is no reliable pattern to opening times, though in these cases hours are often posted the day before. Industry and business are built on accommodating this ethic, promises are usually scheduled as a window instead of a day and shops often have a section of lock and drop boxes for exchanging items after hours

Dress and Appearance
The population of Naer is mostly human, and has citizens from almost every nation on terra living in its cities. The largest portion of the population are from Yuanen due to the original colonization from Yuanen. Naer is a melting pot, and the physical characteristics of terra are thoroughly mixed in Naer's population

Styles of dress are similarly fused together in Naer. Instead of a standard form of dress, Naer has a wildly eclectic taste where individuality is prized, even over general aesthetic appeal. Bright colors are common, though not ubiquitous. There are few trends and even fewer rules; sandals are popular evening wear, and umbrellas are always out, rain or shine

Food
Naer's heavy export of salt and sugar brings it a plethora of the finest quality of foods in trade, such that local agriculture is secondary. Social eating is foundational to Naer society. Proper meal preparation is second to presentation, and for many imported foods, preparation is grossly untraditional. Alcohol accompanies evening meals and is always present in social settings. Naeri cuisine is often indulgent to an unhealthy degree. Dessert dishes from every country are enjoyed in Naer, as well as many unique creations specific to Naer

Few agricultural products beyond raw salt and sugar are grown natively in Naer. In the north, cacao is grown near Guhai tnua. In the western coastal areas of the Oscailte prairie, rye grows wild, and wheat and barley are grown in smaller scale farms. In the east, surrounding Ciaro, rice and bananas are grown in the delta of the Ular river

Music and Arts
Music and dance are the only forms of artistic expression practiced seriously in Naer. The majority of this is erotic in nature, and Naeri dancers are widely known for their ability to blend graceful movements with an evocative and sensual presence. While other forms of artistic expression are not pursued in Naer, many influential citizens have extensive collections of fine art from around the world, which serve as status symbols
