Inari is [[Fiadh]]'s third largest city, but it is home to less than half the population of [[Kairu]], Fiadh's second largest city. What Inari lacks in population, it makes up for in cultural and political significance. All of the national council members have residences in Inari, and major conclaves often take place in Inari instead of the capitol, [[Heiwa]]

Inari is home to countless buildings, shrines, and statues of historical importance. The residence of the national council members are the original residences that were built when the council was first formed, when Inari was still the capitol of Fiadh. Inari also has an arts district, where state sponsored artists study and perform their craft. Additionally, Inari is home to Koshoku university, terra's oldest university. In addition to academic studies, students also learn cultural etiquette, and even martial arts and elemental mastery
