The largest city of [[Kilig]], Hamr is a primate city, and Kilig's capitol. It is the largest port in the country, and the continent. A relatively faster paced city, the bulk of wandering Ulfar find Hamr more suitable to their lifestyle than the rest of the country. As such, there is a continual population of [[ulfar]] from abroad in the city. Hamr is also home to the National Council which oversees and votes on the proposal of new laws. The city has a mayor as the other Kilig cities, who presides over the national council, and is widely accepted as the nation's figurehead, as there is no office higher than the National Council
