Eibhir is a primarily human settlement with a small [[races#Carragh]] population, nestled on a nameless bay, on the tundra of southern Fjall. Eibhir is a stopping post for ships making their way through the [[Caol Passage]] and relies on the trade and visiting ships. Farming is difficult but several small farms and herds of sheep are kept by the residents

The weather is often gloomy, but the city keeps its hearth fires burning. The houses are made primarily of earth and are set deep into the earth, such that very little of the city peaks out above the ground level. The city is cut out of a small bluff, roughly 30 feet above sea level. This protects the city from the harsh winds that blow along the tundra about half the year
